By opening a bank account with ABN AMRO, you get all the fundamental features you need. Their Basic Payment Package contains a current account, a debit card to do your daily purchases and access to online banking services.
Proof of registration for non-EU passports
If you have a non-EU passport, banks in the Netherlands will need to verify that you live in the country. They will ask for a copy of your registration with your local municipality, which you can obtain through an extract from the Municipal Personal Records Database (BRP).
You can still open a bank account with ABN AMRO without proof of registration, but some features of your current account will not be available yet. For instance, you will not be able to withdraw from or deposit cash at a cash machine and you will not be able to make SWIFT payments (international electronic / credit card payments).

To open a bank account, you need to be liable to tax in the Netherlands. Everyone who registers with the BRP will automatically receive a BSN (Burgerservicenummer). However, this process can take some time, so it's best to register with the BRP as soon as possible.
